സർക്കാർ സംവിധാനങ്ങളും സേവനങ്ങളും പൂർണമായി ഓൺലൈൻ വഴി ലഭ്യമാകുന്ന പശ്ചാത്തലത്തിൽ കേരളം സമ്പൂർണ ഡിജിറ്റൽ സാക്ഷരത കൈവരിക്കേണ്ടത് അനിവാര്യമാണെന്ന് മന്ത്രി എം. വി. ഗോവിന്ദൻ മാസ്റ്റർ പറഞ്ഞു. നഗര തദ്ദേശ സ്ഥാപനങ്ങളിൽ ഇ-ഗവേണൻസ് നടപ്പാക്കുന്നതുമായി ബന്ധപ്പെട്ട ഇൻഫർമേഷൻ കേരള മിഷൻ സംഘടിപ്പിക്കുന്ന ദ്വിദിന ശില്പശാലയിൽ സംസാരിക്കുകയായിരുന്നു മന്ത്രി. സർക്കാർ സേവനങ്ങൾ വിരൽത്തുമ്പിൽ ലഭ്യമാകുന്ന കാലത്ത് ഓരോ പൗരനും അതിന്റെ ഗുണം ലഭിക്കണമെങ്കിൽ ഡിജിറ്റൽ സംവിധാനങ്ങൾ ഉപയോഗിക്കുന്നതിനുള്ള അറിവ് ലഭിക്കേണ്ടത് പ്രധാനമാണ്.

സർക്കാരിന്റെ 100 ദിന കർമ്മ പരിപാടിയിലുൾപ്പെടുത്തി 150 ഗ്രാമപഞ്ചായത്തുകളിൽ ഇന്റഗ്രേറ്റഡ് ലോക്കൽ ഗവേർണൻസ് മാനേജ്‌മെന്റ് സിസ്റ്റം നടപ്പിലാക്കും. ഇതിന്റെ ഉദ്ഘാടനം സെപ്തംബർ 28 ന് ബഹു.മുഖ്യമന്ത്രി നിർവ്വഹിക്കും.

അധികാര വികേന്ദ്രീകരണത്തിലും പ്രാദേശിക ഭരണ രംഗത്തും രാജ്യത്ത് മാതൃകയായ നമ്മുടെ സംസ്ഥാനം, ഗ്രാമ പഞ്ചായത്തുകളിൽ സമ്പൂർണ്ണ ഇന്റലിജന്റ് ഇ ഗവേർണൻസ് സംവിധാനം നടപ്പിലാക്കി മറ്റൊരു മാതൃക സൃഷ്ടിക്കുകയാണ്. ഓപ്പൺ സോഴ്സ്‌ സാങ്കേതിക വിദ്യയിൽ കേരള സർക്കാർ സ്ഥാപനമായ ഇൻഫർമേഷൻ കേരള മിഷനാണ് (IKM) ഈ സോഫ്റ്റ്‌വെയർ തയ്യാറാക്കിയിട്ടുള്ളത്.
