IKM imparts distinctive learner-centered, activity-based training to heterogeneours user-base in terms of age, qualification, experience and position with emphasis on demystification of technology. By using the local language,  it targets staff and elected representatives and technical personnel of the local bodies. IKM conducts  awareness building programmes across the State covering administrators, planners, professionals, government staff, agriculture and industrial workers, managers, students, academics, women groups etc., apart from general public.

Methodology

Training strategies for e-governance programmes need to be different from the present corporate mode of IT training which gets blatantly simplified into a process of equipping a trainee with the specific skills required for rigorous corporate competition than the much greater purpose of development of the society.  The proposed training strategy is a natural extension of the Participatory Technology Development and Application (PTDA) approach in software development and training. The PTDA approach ensures the participation of the end users at every stage of software development, training, and handholding. The training strategy, proposed by the Mission puts emphasis on demystifying ICTs within the basic framework of participatory empowerment model which ensures user department’s central roles right from the system study stage and advocates for a three-way partnership of the user, the designer and the action researches. 

Considering that the identified target group is massive and heterogeneous with probably little or no skill in using computer, the objective is to enable functional learning in a faster and more efficient manner within a limited span of time.
